The Monroe County Office of Children and Youth, under Pennsylvania law, is mandated to investigate all reports of suspected abuse, neglect, or dependency of children from birth to age 18 within the County. Program staff works closely with private social service agencies, school districts, the Drug & Alcohol Program, and the Carbon-Monroe-Pike Mental Health and Developmental Services, and law enforcement agencies.

Additionally, our staff work with families directly and coordinate services with community resources to improve family conditions. In-home services, placement services, and adoption services are integral to our child protective service function.

Camp Papillion Animal Rescue & Shelter

Camp Papillon operated as a foster-based network for 9 years saving hundreds of animals with the support of our community. While the pets are in our care we provide all necessary medical care, food, toys and treats, shelter, rehabilitation, and as much training as possible. We still utilize the foster care home program with our special needs & hospice care animals.

In 2015 Camp Papillon Pet Adoption and Rescue became Camp Papillon Animal Shelter after purchasing Camp Brainerd, a church camp that long served children of Monroe County.

This property consists of 8 camp buildings, 2 large fishponds with a dock, a creek, and a large, creekside, pavilion. The new home of Camp Papillon was converted to better serve the animal needs. Summer cottages were transformed into kennel  buildings. The 3 bath houses were converted into rooms with independent pens to house our larger or sanctuary dogs. Pond, woods, and creek-side dog walking trails were created.

The environment where the animals live while at Camp is important to us but equally important is the enrichment of the animals at Camp. We established an enrichment program with to keep the animals emotionally happy through social play groups, we installed tv’s that are on during the day for human voices and music playing at night throughout the buildings, natural calming scents, lots of outdoor leash free time in pens, multiple long walks daily, long lead runs in our large fields and summertime swimming in our creek, doggy kiddie pools. We have a loving staff that cares for the animals, enriching their lives until they are found by their adoptive families.

Angels & Dragonflies

PROGRAMS

At Angels and Dragonflies Child Care, we began with a dedicated focus to help families grappling with the challenges of addiction. Today, our commitment extends far beyond, offering a helping hand to any family in need. We stand as a pillar of support and hope, regardless of the trials our community faces.

Our Story

In the heart of our community, the opioid crisis left deep scars, touching our lives intimately. It was the loss of a dear friend’s daughter to addiction that ignited our mission—a mission that grew from personal to universal. Her legacy lives on as we support not just his child, but every child in need of a nurturing home and family.
